Backgrounds

- Seoul Facilities Corporation manages about 5% of motorways in Seoul, but they handle more than 50% of the traffic. Hence, in the event of a major disaster or safety accidents, such as storm or flood, there is a concern about enormous personal and material damage.

- Access to the Meteorological Administration, Flood Control Office, and National Oceanographic Research Institute, respectively, to collect distributed information and compare with Seoul Facilities Corporation's own observation system in order to secure the safety of citizens and facilities, and to manage disasters (prevention, preparation, response, and recovery) in various emergency situations such as storm and flood.

- However, flood-related information such as precipitation and tidal water level is rapidly changing and disasters worsening year by year due to climate change such as global warming. Therefore, it is necessary to supplement a system that can respond to a disastrous situation more quickly.

- Therefore, in 2018, Seoul Meteropolitan Government established the Flood Defense Integrated Control System (Currently Climate and Road Management Information System)for a preemptive response to disaster and efficient facility maintenance through integrated monitoring of distributed information and big database construction.

 

Main content

- Automated collection of information related to precipitation (Meteorological Agency), discharge amount (Han River Flood Control Center), tidal water level (National Oceanographic Institute), etc.

- Quick information check and situation notice through PC and mobile

- Water level of the Dongbu Arterial Road is expressed by analyzing various  surrounding factors such as the water level of Singok Bridge in Uijeongbu, considering that Dongbu Arterial Road is affected by heavy rain in the northern part of Gyeonggi province.

- Other then information related to flood defense in 2019, information on 8 types of climate change such as heat waves, cold waves, and fine dust is linked  to Emergency Response Manuals, which is utilized by ``Climate and Road Management Information System''.

- Quick initial response to emergency situations such as flooding, by  checking distributed information at real-time

- Better prevention of disaster through rapid situation notice and cooperation amongst flood-related organizations (departments)

- Flood damage prediction is viable through analysis of various surrounding factors and the accumulation of big data

- Prevention of human and property damage caused by climate change such as  heatwave, cold wave, fine dust, etc., and effective maintenance of public facilities
